Background
History
of identifying the importance of Early Childhood Care and Education (ECCD) in
Sri Lanka runs to early 1970s, yet, it was just a social service and mostly
supported by religious institutions and Non-governmental Organizations with the
emphasis towards the health and education. However, scientific importance of
ECCD for total development of the child was widely discussed in during early
2010s. Especially, emphasis of the National Plan of action for Early Childhood
Care and Development (NPECCD), was towards five key
thematic areas, policies, systems and structure of ECD, access to Early Childhood
Development, quality improvement of ECD, health, nutrition and safety, and monitoring
and regulation of ECD.
The expansion of ECCD in Sri Lanka has
been largely fueled by World Bank assistance (2016-2023). WB project has
provided financial assistance and technical expertise to enhance ECCD programs
and related infrastructure. These collaborative efforts have led to significant
improvements in access to quality ECCD services, teacher training, and program effectiveness.
Project goal was ensuring equal access on quality ECD Service in all parts of
the country. It was immensely
contributed to develop the sector with the collaboration of the key stakeholders such
as Ministry of Women and Child Affairs, Ministry of Education, Ministry of
Health, National Secretariat for Early Childhood Development, National Institute
of Education, Open University of Sri Lanka and Planation Human Development
Trust. Further, all 9 provincial ECD Authorities jointly work together for the
enhancement of infrastructure development and improving soft skills of ECD
Sector staff and parental awareness on ECD.
Researchs show that it cannot
compromise necessity of the Quality ECD education and care provided by the
early ages of the child to build a balanced individual. Whereas, physical and
health, cognitive development, social and emotional, language and early literacy
development domains need to develop systematically (physical, social, emotional
and cognitive) in order to shape the future wellbeing of the citizens.
Presently, it more an affluent
period of ECD situation is Sri Lanka owing to the WB project initiations. Whereas, sector and stakeholders are alive. So,
it is envitable that there should be and collaborative effort to run the batten
to ensure the sustainability of the total efforts.
In order to
fill the gap created, a survey was performed across the stakeholder community
in all three languages to understand their opinions. The results showed that
66% of the 318 participants suggested that a public and private joined
organization or institution be established.
Additionally, it has had stakeholder consultations with other pertinent
parties as well as important academics. Ultimately, with their complete
backing, steps have been taken to establish a national organization focused on
the aforementioned area to tackle the most critical concerns in the sector.
Therefore Staring
Right Global Network (SRGN) was formed in 26th of July 2023 with the
following vision and mission

Mission
Ensure access of quality ECD services of
knowledge and experience in Ealy Childhood Education through networking with
related governmental and non-governmental agencies in participatory and
collaborative manner.
